The Prosecutor General’s Office of Mongolia and the IAP invite proposals from those interested in giving a presentation during the plenary sessions of the 10th Eastern Europe & Central Asia Regional Conference.
THE EVOLVING ROLE OF THE PROSECUTOR:
CHALLENGES AND BEST PRACTICE IN TACKLING CYBERCRIME
The prevalence of advancements in information, communication, and technology has irrevocably transformed the landscape of human interaction, communication, and commerce. Social networks have become indispensable tools in modern society, enabling users to disseminate, access, and exchange information across geographical boundaries through electronic devices. This ubiquitous connectivity offers significant advantages, including the facilitation of expanded business operations, enhanced time management, and considerable cost reductions.
While offering unprecedented opportunities for progress and connection, this digital transformation also presents novel challenges to the protection of fundamental human rights and to the ability of investigators and prosecutors to tackle the growing threat of cybercrime in its many forms.
The IAP Regional Conference on “The Evolving Role of the Prosecutor: Challenges and Best Practice in Tackling Cybercrime” will explore the evolving nature of cybercrime and enable participants to share innovative strategies and best practices to combat crimes committed in the online space.
PLENARY SESSIONS
PLENARY TOPIC 1: "The Evolution and Trends of Social Media and Its Impact on Crime"
Social networks and social media offers enhanced opportunities for better access to public education, health, social services.. However, it also creates a favorable online space for offenders to utilise different criminal tools and methods for illegal purposes. The modus operandi of criminal activities has constantly evolved in this space and has created expanded opportunities for criminals to offend across borders, committing crime while concealing their identity, creating regional and international challenges.
This panel shall discuss how social media is exploited as a space and method to commit crime while focusing on the evolving forms and trends of offences including cyber fraud, threats/harassment, discrimination, virtual sexual abuse, exploitation, and intercepting information networks illegally. Furthermore, the panel shall explore strategies and methods to combat these illicit activities in the cyber sphere, international cooperation, and legal frameworks.
PLENARY TOPIC 2: "Emerging Threats in The Digital Landscape - The Evolving Nature of Cybercrime Targeting Children"
The digital space offers opportunities for the advancement of education and new ways of social interaction for children. However, children are still developing their psychology, character, and mindsets which increases their risk and vulnerability to become easy prey to the offenders and predators online. As a result, it is essential to protect children’s rights and counter the offences which are committed against them in the digital space.
The international community has dedicated special efforts to protect children from these negative effects, recognizing these existing risks and vulnerabilities. Now, balancing out the protection of children from digital risks while updolding the benefits from the advantageous implications of technology remains a challenge which needs to be addressed.
This session shall explore the innovative methods and best practices for combating and preventing cybercrimes committed against children including sexual and non-sexual offending online. These include cyber-discrimination, bullying, and other forms of online abuse/harassment.
PLENARY TOPIC 3: "Technological Advancements in Combating Cybercrime"
This plenary will analyse effective methods for combating cybercrime through technological advancements, including artificial intelligence, blockchain-analysis, and social media monitoring tools, alongside sharing case studies of successful technology-assisted investigations.
PLENARY TOPIC 4: "Trafficking in Persons: Regional Trends, Strategies, and Victim Protection"
This session will address evolving trends in human trafficking (i.e., exploitation in call centers, kidnapping of specialized IT experts to run online fraud websites, AI in online dating websites) in the region. It will consider the impact of online platforms on this crime, effective national counter-measures, and key considerations for victim protection.

Spouses and partners of participants are invited to attend the night events for a fee.
Additionally, they are welcome to join the social program hosted by the Prosecutor General of Mongolia on June 6 and 7, 2025, at no cost. Please ensure you register your spouse or partner during the general registration process.

For the convenience of conference participants, a shuttle bus service between the conference hotel (Shangri-La Ulaanbaatar) and the venues of each social and cultural event will be provided.

The social programme on the closing day offers a visit to the Chinggis Khaan National Museum of Mongolia. The conference participants shall have the opportunity to choose otherwise, as well. Afterwards, the conference guests shall be brought to the Galleria Mall for leisure and shopping for World-class Mongolian cashmere products. About ‘The Chinggis Khaan’ National Museum of Mongolia. The legacy of the Chinggis Khaan dates back to the 12th and 13th centuries which highlighted the influence of the Mongols as the Pax Mongolica in the Global history. Mongolian traditional festival Naadam was inscribed in 2010 on the UNESCO Representative List of the Intangible Cultural Heritage of Humanity. Naadam is a national festival celebrated every year in July across Mongolia that focuses on three traditional sports: horseracing, wrestling and archery. Mongolian Naadam is inseparably connected to the nomadic civilization of the Mongols, who have long practiced pastoralism on Central Asia’s vast steppe. Oral traditions, performing arts, national cuisine, craftsmanship, and cultural forms such as long song, Khöömei overtone singing, Bie biyelgee traditional dance and Morin khuur fiddle also feature prominently during the Naadam (UNESCO in Mongolia). As part of the cultural and heritage program, the PGO of Mongolia is offering a Besreg Naadam, meaning a miniature Naadam. During this program, traditional singing and dancing, horseracing, wrestling and archery shall be organized. The Conference guests shall also enjoy a rare opportunity to experience the Mongol traditional sports along with authentic cuisine and cultural performance. |
