CALL FOR SPEAKERS

The Office of the Director of Public Prosecutions of Cayman Islands and the International Association of Prosecutors invite proposals from speakers and panel contributors for the upcoming 7th North American and Caribbean Regional Conference on the topic: "Emerging Crime Trends in the Caribbean : Closer Collaboration and Mutual Legal Assistance”.

CONFERENCE THEME

"Emerging Crime Trends in the Caribbean: Closer Collaboration and Mutual Legal Assistance".

As criminal networks become more agile - spanning borders, exploiting legal gaps, and leveraging technology — the need for closer regional collaboration and more effective mutual legal assistance has never been more important.

The Caribbean region is at a critical crossroads in its ongoing efforts to respond to the dynamic and increasingly complex nature of crime.

Emerging threats such as cyber-enabled fraud, illicit firearms trafficking, financial crimes, organised gang activity and human trafficking are testing the resilience of justice and law enforcement systems throughout the region. These crimes are often transnational in scope, facilitated by technological advances, porous borders, and the exploitation of jurisdictional and procedural gaps.

In this context, no single jurisdiction can mount an effective response in isolation. The need for stronger, faster, and more practical cooperation — especially in the areas of mutual legal assistance, asset recovery, extradition and intelligence sharing — has become essential.

This conference seeks to bring together prosecutors from across North America and the Caribbean to share strategies, experiences, and innovations that can enhance collective capacity and regional solidarity.

By strengthening relationships and aligning legal and operational frameworks, we can ensure a more coordinated and impactful approach to combating emerging crime.

The Cayman Islands, with its commitment to regional leadership and legal cooperation, is proud to host this critical dialogue. We now invite submissions from speakers who can contribute meaningfully to this vital conversation.

For the purposes of registration, the term partner is understood to refer exclusively to a spouse or a long-term life partner in a committed relationship. In line with the policy adopted by the IAP Executive Committee in 2019, other family members, including children, do not fall within the scope of eligible accompanying persons, to uphold the professional nature and objectives of the conference.

TRANSPORTATION:

For the convenience of conference participants, a shuttle bus service between the conference hotel (The Grand Cayman Marriott Resort) and the venues of each social and cultural event will be provided.

Sunset Welcome Cruise

Venue: The catamarans will depart from Seven Mile Beach by the Estin
Dress code: Casual

We kick off the conference by sailing into the sunset aboard luxury 65 ft catamarans as golden hour begins.   Take in the stunning views of the white-sand Seven Mile Beach and enjoy the cooling Caribbean breeze as we sail along Seven Mile Beach’s picturesque shoreline.  As sunset approaches, watch on as the sun disappears from view in a blaze of colour.

Her Excellency The Governor of the Cayman Islands, Mrs Jane Owen, has kindly invited IAP conference delegates to attend a drinks reception at Government House, located on Seven Mile Beach.

Government House is the official residence for the Governor of the Cayman Islands. It is used for national and ceremonial functions, as well as receptions and meetings with visiting foreign dignitaries and heads of state.  Queen Elizabeth II, along with her husband Prince Philip, Duke of Edinburgh, visited and stayed at Government House twice, in her capacity as head of state of the Cayman Islands.

The Official Conference Dinner will comprise drinks, dinner and entertainment in the ballroom of the Marriott hotel.

Post Conference Cultural Programme

Date: Wednesday, 12 November 2025
Time: 10:00 - 14:30 hrs
Venue: Visi to QEII Botanical Park followed by visit to Pedro St James
Dress code: Comfortable clothes and shoes
 Participation fee: EUR 150 

A post conference cultural programme is offered at an additional fee for all conference delegates and partners.  The programme begins with a guided tour of the Queen Elizabeth II Botanic Park (https://www.botanic-park.ky/) a 65-acre park dedicated to preserving local flora and fauna as well as the endangered Grand Cayman Blue Iguana.  Participants will then visit Pedro St James where they will enjoy lunch at an oceanside restaurant nestled into the cliff side bluff with panoramic views of the Caribbean sea before exploring the Pedro St James National Historic Site (www.pedrostjames.ky).  Transport will be provided (departing from and returning to the Marriott hotel).
